The key point is - sustainment of the defence industrial supply chain is a key objective and arguably defence output. And you are correct to suggest that winning the contract war is more important than equipping the the military. This applies more widely across Government procurement and it may be true to say that’s it’s not even winning the contract war that’s the real motivation, but rather the process of the competition that’s the focus.
